Su principal objetivo es <b>aumentar la competencia, la innovaci\u00f3n y la seguridad en el sector de los servicios de pago<\/b><span style=\"font-weight: 400;\">, protegiendo al mismo tiempo los derechos e intereses de los consumidores.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ef5c1d9 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ef5c1d9\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-e660615\" data-id=\"e660615\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-77ac50f elementor-widget elementor-widget-text-editor\" data-id=\"77ac50f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><b>La PSD2 obliga a los proveedores de servicios de pago<\/b> a seguir nuevas normas, como la <a href=\"https:\/\/veridas.webgate.codes\/find-out-how-to-comply-with-the-sca-directive-for-uk-payments-with-biometrics-in-just-2-weeks\/\" target=\"_blank\" rel=\"noopener\">Autenticaci\u00f3n Reforzada de Clientes<\/a> (Strong Customer Authentication o SCA en sus siglas en ingl\u00e9s) para los pagos electr\u00f3nicos, y abre el mercado a nuevos agentes, como las fintech, al permitirles acceder a la informaci\u00f3n de las cuentas bancarias con el consentimiento del cliente. La directiva se ha aplicado en todos los Estados Miembros de la UE.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-83ee08a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"83ee08a\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column completar una transacci\u00f3n en l\u00ednea, los clientes deben proporcionar <\/span><b>dos o m\u00e1s formas de autenticaci\u00f3n de diferentes categor\u00edas<\/b><span style=\"font-weight: 400;\">, siendo estas categor\u00edas:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Factores de conocimiento<\/b><span style=\"font-weight: 400;\">: algo que el usuario \u201csabe\u201d, como una contrase\u00f1a, una respuesta a una pregunta secreta o un c\u00f3digo PIN.\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Factores de posesi\u00f3n<\/b><span style=\"font-weight: 400;\">: algo que el usuario \u201ctiene\u201d, como una tarjeta de cr\u00e9dito, una tarjeta de coordenadas o un mensaje a un tel\u00e9fono m\u00f3vil.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Factores de inherencia<\/b><span style=\"font-weight: 400;\">: algo que el cliente \u201ces\u201d, como la cara, la voz, el iris o la huella dactilar.<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section que el cliente es quien dice ser antes de efectuar un pago.<\/b> En t\u00e9rminos sencillos, SCA es una capa adicional de seguridad para proteger la informaci\u00f3n de pago de los clientes y evitar transacciones no autorizadas.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2e50672 elementor-widget elementor-widget-spacer\" data-id=\"2e50672\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>La Autoridad Bancaria Europea (EBA) es una agencia independiente de la UE encargada de <b>mejorar la regulaci\u00f3n del sector bancario en toda la Uni\u00f3n Europea.<\/b> Entre sus principales tareas figuran la <b>elaboraci\u00f3n y adopci\u00f3n de normas t\u00e9cnicas y directrices<\/b><span style=\"font-weight: 400;\">, as\u00ed como la realizaci\u00f3n de evaluaciones para garantizar una regulaci\u00f3n y supervisi\u00f3n prudencial, eficaz y coherente en todo el sector bancario europeo.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fb85dd6 elementor-widget elementor-widget-text-editor\" data-id=\"fb85dd6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">A este respecto, <\/span><a href=\"https:\/\/www.boe.es\/buscar\/doc.php?id=DOUE-L-2010-82312#:~:text=L%2D2010%2D82312-,Reglamento%20(UE)%20n%C2%BA%201093%2F2010%20del%20Parlamento%20Europeo%20y,78%2FCE%20de%20la%20Comisi%C3%B3n\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">el considerando 17 del Reglamento (UE) n\u00ba 1093\/2010 de la EBA<\/span><\/a><span style=\"font-weight: 400;\"> establece que <\/span><i><span style=\"font-weight: 400;\">\u00abLa finalidad y las funciones de la Autoridad -asistir a las autoridades nacionales de supervisi\u00f3n competentes en la <\/span><\/i><b><i>interpretaci\u00f3n y aplicaci\u00f3n coherentes de las normas de la Uni\u00f3n<\/i><\/b><i><span style=\"font-weight: 400;\"> y contribuir a la estabilidad financiera necesaria para la integraci\u00f3n financiera- est\u00e1n estrechamente vinculadas a los objetivos del acervo de la Uni\u00f3n en relaci\u00f3n con el mercado interior de servicios financieros.<\/span><\/i><span style=\"font-weight: 400;\">\u00ab<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-22e5118 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" aplicables al sector bancario. Uno de estos textos legislativos es la Directiva sobre Servicios de Pago (PSD2) antes mencionada. Todos los d\u00edas la EBA publica comunicados de prensa, consultas, respuestas a preguntas presentadas por distintos agentes , etc.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-cbb53ad elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"cbb53ad\" data-element_type=\"section\" m\u00f3viles.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-2344856 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"2344856\" data-element_type=\"section\" autenticaci\u00f3n para desbloquear el dispositivo m\u00f3vil como uno de los elementos de la autenticaci\u00f3n reforzada del cliente cuando un usuario de servicios de pago est\u00e1 tokenizando una tarjeta en una soluci\u00f3n de monedero electr\u00f3nico como Apple Pay?\u201d<\/span><\/i><span style=\"font-weight: 400;\"> (&#8230;) <\/span><b><i>\u00bfSe cumplir\u00eda el requisito de SCA si un elemento de SCA (posesi\u00f3n) est\u00e1 presente durante la emisi\u00f3n del token<\/i><\/b><i><span style=\"font-weight: 400;\"> y el otro elemento (conocimiento (introducci\u00f3n de un PIN) o inherencia (huella dactilar o reconocimiento facial) se hubiera aplicado cuando el usuario de servicios de pago <\/span><\/i><b><i>desbloque\u00f3 su dispositivo m\u00f3vil<\/i><\/b><i><span style=\"font-weight: 400;\">?\u00bb.<\/span><\/i><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section la utilizaci\u00f3n de biometr\u00eda del dispositivo como elemento de autenticaci\u00f3n reforzada, formulada de la siguiente manera: <\/span><i><span style=\"font-weight: 400;\">\u00abEl desbloqueo de un tel\u00e9fono m\u00f3vil con datos biom\u00e9tricos (por ejemplo, una huella dactilar), o con un PIN\/contrase\u00f1a, <\/span><\/i><b><i>no debe considerarse un elemento SCA v\u00e1lido<\/i><\/b><i><span style=\"font-weight: 400;\"> a efectos de a\u00f1adir una tarjeta de pago a un monedero digital si el mecanismo de bloqueo de la pantalla del dispositivo m\u00f3vil<\/span><\/i><b><i> no est\u00e1 bajo el control del emisor o si el pagador no ha sido asociado previamente a trav\u00e9s de un SCA con la credencial utilizada para desbloquear el tel\u00e9fono\u00bb.<\/i><\/b><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section de autenticaci\u00f3n m\u00f3vil (huella dactilar, patr\u00f3n de contrase\u00f1a, biometr\u00eda facial&#8230;) <\/span><b>si la entidad encargada de garantizar la verificaci\u00f3n de la identidad del usuario no controla esos mecanismos de autenticaci\u00f3n, o<\/b> <b>no puede garantizar que esos mecanismos de autenticaci\u00f3n est\u00e1n siendo utilizados por el usuario leg\u00edtimo<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5e1204e elementor-widget elementor-widget-spacer\" de autenticaci\u00f3n biom\u00e9trica sobre la cual los usuarios pueden autenticarse mediante su huella dactilar o reconocimiento facial.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-e811b7b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"e811b7b\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Para poder activar este m\u00e9todo de autenticaci\u00f3n biom\u00e9trica solo es necesario registrar los diferentes factores biom\u00e9tricos una vez adquirido el dispositivo, sin que sea necesario establecer ning\u00fan tipo de vinculaci\u00f3n entre la identidad oficial del usuario que lo registra y el componente biom\u00e9trico.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-8756328 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"8756328\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Adem\u00e1s,\u00a0 en cada dispositivo se permite registrar m\u00e1s de un factor biom\u00e9trico, lo que posibilita que diferentes personas puedan utilizar su biometr\u00eda para desbloquear un mismo terminal. Esto, ligado al hecho de que las empresas que hacen uso de estos m\u00e9todos para facilitar el acceso a sus aplicaciones o para cualquier otra operativa no tienen visibilidad alguna sobre los procesos ejecutados en el dispositivo, conlleva que cualquier persona con su biometr\u00eda registrada en el dispositivo podr\u00eda operar con \u00e9l.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-9317c89 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"9317c89\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-e017607\" data-id=\"e017607\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-22e0b8a elementor-widget elementor-widget-text-editor\" data-id=\"22e0b8a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Es por ello que <strong>la EBA insiste en que una biometr\u00eda no controlada por el emisor de tarjetas o que no haya sido previamente asociada a la identidad oficial del cliente no puede ser utilizada como elemento de autenticaci\u00f3n reforzada.<\/strong> Es absolutamente imposible que una entidad financiera, o cualquier otro tipo de empresa, pueda tener certeza de que realmente la persona due\u00f1a de esa cuenta es quien est\u00e1 haciendo uso de ese servicio si se apoya en sistemas biom\u00e9tricos que no cumplan tales requisitos.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-9895820 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"9895820\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-306dbe2\" data-id=\"306dbe2\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-193e116 elementor-widget elementor-widget-text-editor\" data-id=\"193e116\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Contrariamente, <strong>la tecnolog\u00eda de autenticaci\u00f3n biom\u00e9trica de Veridas parte siempre de un proceso inicial de verificaci\u00f3n de la identidad previo, donde se valida la identidad oficial de la persona.<\/strong> Veridas <strong>cuenta con soluciones punteras que permiten certificar que el documento de identidad presentado es real y no ha sido manipulado o falsificado<\/strong>, que la persona que lo presenta es la misma persona que aparece en el documento y que est\u00e1 genuinamente presente en el proceso.
